SCP-9899's exact nature is unknown, but avalaible analysis and recovery of Underminer documents shows that SCP-9899 is likely a physical representation of a computer virus.

SCP-9899 appears to be the sole entity or object capable of killing God-Emperor Reagan.

Based off of confiscated documents and reports assembled by GoI-9169, SCP-9899 was injected into the Cyberspace by an unknown, external third party, for the purpose of fulfilling its sole purpose, terminating God-Emperor Reagan. Despite its true form being unknown, SCP-9899 is commonly depicted as a red, glowing key in Underminer iconography.

SCP-9899 is sealed within SCP-9899-1, an orange briefcase, which conceals its true nature. SCP-9899-1 cannot be opened through any known means. Inspecting the metadata of SCP-9899-1's contents yields no results. According to GoI-9169, SCP-9899-1 can only be opened, and SCP-9899 be accessed, when it is time for it to be used, presumably to terminate God-Emperor Reagan.

God-Emperor Reagan, also known as God-Emperor Ronald Reagan, God-Emperor Of The Universe Ronald Reagan, God-Emperor Of The Universe Reagan, The Supreme Intelligence, The Capitalist Captain, or sometimes referred to as just 'The Hammer', is the 54th President of the United States of America, and by extension, the supreme ruler of the Cyberspace.

Physically, the God-Emperor is almost entirely machine. The God-Emperor's body is comprised of 13 interconnected warehouses completely filled with mechanical and technological components.

The God-Emperor's body spans approx. 200 000 square feet of machinery. The body is constantly being upgraded with new pieces being added and removed at the command of the God-Emperor. 6 of the 13 warehouses were added in the last 200 years alone.

Originally, 19 large industrial vats within the fourth warehouse supposedly contained the God-Emperor's soul, in a Bose-Einstein hyperfluid form, which the God-Emperor ordered to have removed entirely. Upon inspection, the vats were found to have been completely empty.

The front of the God-Emperor's body features a 190-meter long cone fitted to the wall of one of the warehouses horizontally, which tapers from a width of 80 meters at the base to just 30 cm at the tip. The tip of the cone features the only biological part of the God-Emperor left, an extremely thin film of face skin gently pasted onto the tip. The God-Emperor's face is covered by a large glass dome, and is constantly being moisturised in the humid environment.

The God-Emperor's mind is stored digitally across 55 servers stored in severed pocket realities. These pocket realities were originally used for the storage of Deepwells by the SCP Foundation, before they were confiscated in the mass defunding of the SCP Foundation in 2070[[footnote]]Following several Foundation reports which were deemed unfavorable by the God-Emperor, the SCP Foundation was deemed "un-scientific", and 94% of its government funding up to that point ceased. The only remnants of the God-Emperor's biological brain is a 3 cm cubed section of his frontal lobe, which has been dissolved in 100 gallons of isopropyl alcohol, and is stored in an industrial vat within the fifth warehouse.

It is believed that the only way to kill the God-Emperor is to individually access each of the 55 pocket realities and destroy the computer servers storing fragment of his mind. SCP-9899 appears to bypass this process and cause the instantaneous erasure of the God-Emperor's entire mind. The specifics of what interaction must occur between SCP-9899 and the God-Emperor is currently unknown.

Following his death in 2004, Ronald Reagan rose from the dead in 2050, for reasons unknown, and subsequently won the 2052 presidential elections in a landslide. As he was merely a rotting corpse, he began upgrading his own physiology into a larger, mechanical structure. By 2070, all that was left of the original Reagan was his neck and face.

Once elected, Reagan began ambitious expansion projects, which he credited to his "hyperlucidity". By 2056, he had successfully restructured the American democratic system and ensured his own immortality. He began aggressive colonisation efforts which resulted in the entire earth being subjected to his rule, and international borders dissolved[[footnote]]The only exception to this is the Mexico-America border, which remains under tight security.[[/footnote]], by 2075. During this time, Reagan invested heavily into his "Trickle Down" economical model, causing the wealth gap to skyrocket. In 2080, the top 10 richest people in the world had ten times more money than the bottom 60% of all people on earth.

After 2100, Reagan began universal colonisation efforts, successfuly taking over the entire solar system and bringing humanity to a Type II civilisation in 2340. The Milky Way was entirely colonised relatively soon after in 2840, after the discovery of FTL RibbonDash technology by the SCP Foundation.

The Age of Stagnancy began in the year 2900, when galactic resources began to dwindle in the wake of Reagan's late-stage capitalism. All planets capable of a significant yield of resources such as minerals, water, and food, were privately owned among 6 of the richest trillionaires. Eventually, the galactic empire began to die out.

In search of a solution, the CYBERSPACE initiative was created, sourced from confiscated Foundation schematics for an unrealised project called 'Simulacrum'. After decades of construction, a prototype of the Cyberspace was constructed, and critical infrastructure and personnel were immediately imported into the digital universe, including the God-Emperor, of course.

By the year 3160, the universe-wide importing of matter into the Cyberspace began, and the new Technological age could begin. Despite it being theoretically possible to design the Cyberspace in such a way that no individuals require food or water to survive, this element was purposefully implemented by the Reagan Administration in order to maintain the current economical system.

GoI-9169, which personally identifies as "the Underminers" is a loosely-organized rebel movement spread across nearly the entire Cyberspace. GoI-9169's primary objective appears to be the removal of the God-Emperor from his position of power, and the elimination of the current sociopolitical system put in place by the God-Emperor. Following the discovery of SCP-9899, GoI-9169's primary objective appears to have shifted to the assassination of the God-Emperor via SCP-9899.

Due to GoI-9169's undercover nature, an exact date of formation cannot be pinpointed. However, the first sign of rebel activity tied to the name "Underminers" began ocurring in the year 2055, at the very start of the God-Emperor's authoritarian policies. GoI-9169 was formed from members of dissolved Groups of Interest. Lead players include the Chaos Insurgency and the Global Occult Coalition. Other known Groups of Interest include the Church of the Broken God, the Serpent's Hand, the Shadow Collective, the Horizon Initiative, and the Face Of Many Arms.

GoI-9169 is currently in the possession of SCP-9899, and appear to be passing the object between their secret facilities across the Cyberspace. It is known that at least 3 RibbonDash ports have been hijacked and taken control of by GoI-9169, which they appear to be using to transport materials, personnel, and SCP-9899 itself across the Cyberspace.

The main leader of GoI-9169 is a figure known only as "Moloch". The identity of Moloch is unknown. Records show that an individual named 'Moloch' has been a leader of GoI-9169 for at least the last 400 years, which opens the possibility that Moloch is simply a posiition of authority within the group, instead of a specific person.
