**Special Containment Procedures:** Physically distributed instances of SCP-9003 are to be documented and then destroyed upon collection, while digital instances are monitored and intercepted by Foundation web crawler BULLETINBRAIN.AIC. Civilians exposed to SCP-9003 are to be questioned and amnesticized as deemed appropriate. Locations where SCP-9003 instances have been previously discovered are to be monitored by Foundation field agents to determine if distribution of instances have ceased or if activity is ongoing. 

Foundation personnel working closely with the containment and documentation of SCP-9003 instances are to receive frequent psychological monitoring and bimonthly performance reviews. Personnel not directly involved in the containment or documentation of SCP-9003 are prohibited from viewing archived SCP-9003 instances not cleared by RAISA. Prior authorization is required and may be granted for research or investigative purposes only. Exposure to the contents of SCP-9003 instances is to be kept at a minimum. Personnel found to be intentionally violating these procedures or pursuing intact instances may be subject to disciplinary action.

**Description:** SCP-9003 is the collection of various cognitohazardous visual media and anart[[footnote]]Common shorthand term for anomalous art.[[/footnote]] distributed by GoI-003 (“The Chaos Insurgency”), instances manifesting in both physical and electronic forms of visual media. Physical manifestations are typically distributed as printed posters, stickers, zines, or other visual graphic media left in public spaces (referred to as SCP-9003-A instances), while digitally distributed instances present primarily in the form of splashpages, pop-up advertisements, social media posts, or webcomics (referred to as SCP-9003-B instances). The content of SCP-9003 instances are often varying in complexity, from a single graphic displaying an image, to fully illustrated fictitious narratives meant to elicit emotions such as sympathy, confusion, distrust, fear, or frustration in targeted viewers.

 The narratives displayed in more complex instances frequently attempt to appeal to specific demographics that may feel marginalized or “othered”, and incorporate messages that align with the goals and ideologies commonly held by members and leadership of GoI-003. Especially complex instances, such as those including multiple anart pieces or narrative elements have shown to be most effective, likely due to prolonged exposure to SCP-9003 by subjects.

 It is to be noted that all narratives presented in instances are purely fictitious and do not accurately reflect the experiences of those involved in GoI-003. The narratives are favorably biased and consistently glorify the organization, depicting it as righteous and favorable. 

Dispersal is vast and wide-reaching, with all discovered instances having been distributed with the intent to eventually reach Foundation personnel and their allies. Individuals deemed most susceptible to the memetic effects of the anomaly include, but are not limited to:
* Individuals whose personal beliefs do not fully align with Foundation ethics
* Individuals who have personal interest or connections to one or more anomalies
* Individuals dissatisfied with their position within the Foundation
* Individuals who feel disconnected or alienated from their peers within the Foundation
* Anomalous individuals working with and/or within the Foundation
Upon exposure to SCP-9003, targeted subjects affected present varying degrees of marked change in attitudes, beliefs, and/or behavior, ranging from mild cognitive dissonance to chronic paranoia and obsession with ideologies expressed in SCP-9003 instances. Notable behavioral changes include self-isolation, decreased performance and work ethic, insubordination, and increased cynicism and apathy towards peers. Individuals who are more heavily manipulated by the effects of SCP-9003 may show overt animosity to their peers, the Foundation, and the concept of normalcy as a whole. 

Subjects previously exposed to SCP-9003 have shown a compulsion to seek out instances to reinforce beliefs or find further information about GoI-003. After initial contact has occurred, SCP-9003 instances are typically not targeted towards affected subjects intentionally. Further exposure and engagement is often initiated by subjects willfully, usually by revisiting locations where SCP-9003 instances have been previously discovered or where the subject had last encountered the instance personally. 

This compulsion fades after a period of time should the affected subject refrain from viewing new instances. The time frame varies depending on severity of the effect, with those who have been less impacted taking as little as 1 week to lose interest in pursuing new instances while others who are more greatly impacted may never fully recover without amnestic intervention.


**Addendum 9003-1:** Interview Log with subject post exposure to SCP-9003 instance discovered in Eugene, Oregon, USA. Subject has no prior personal experience with the anomalous and no connections to any known anomalies or GoIs/PoIs. Instance was in the form of a poster attached to a community bulletin board in Dark Pine Coffee, the subject's place of employment. He was present when the instance was posted to the community board and had a brief exchange with the insurgency member placing the instance.

**Dows:** Oh the D&D group? I figured something was up with them. Those guys were always a bit weird, but I never thought they were the types to cause any trouble-

**Simones:** We’re not talking about that poster, Mr.Dows, I need to know what you know about this flyer here.

//(Agent Simones slides a copy of the SCP-9003 instance towards Dows. It has been sanitized and cleared of any anomalous influence.)//

**Dows:** Well shucks, I mean half the page is blacked out. I’m not sure anything could be read from this other than someone wanting to use up all their printer ink.

**Simones:** But do you recognize it?

**Dows:** Vaguely. Didn’t really think there was anything significant about it, it just sort of looked like an art project or one of those guerrilla marketing things I guess.

**Simones:** Do you know anything about the person who put this flyer up? Any specific details or identifying features that you can recall?

**Dows:** Not really, not anyone I’ve seen here before at least. Just some kid who came in and asked to hang it up. Dressed like they were going to rob the place and maybe cause trouble, but no, just wanted to hang the flyer. Didn’t even order anything, just posted it and left as quickly as they came.

**Simones:** Well I suppose that’s that then. That’s all I need from you for today. Have a good one.

Jacob Dows was amnestized and released after questioning. Security footage revealed an individual placing the poster on the community board during regular operating hours 1 day prior to its discovery. However, attempts at identifying or locating the individual involved in the instance’s placement have proven unsuccessful. As of 04/16/20██, no further instances have been found at this location. Follow up visits have confirmed the cessation of SCP-9003 instances appearing and the absence of any other evidence of possible insurgency activity in the area.

**Addendum 9003-2:** Interview Log with subject post exposure to SCP-9003 instance discovered in Seattle, Washington, USA. Subject has been identified as Agent Devin Miles, a security officer of Site-██, who was off-duty at the time of discovery. Instance was found as a sticker pasted to the toilet paper dispenser of a restroom located in ███████, a bar. It is to be noted Agent Miles did not report the anomaly until approximately 13 hours after initial exposure, as he had allegedly assumed the instance was not significant enough to warrant immediate response or investigation.

**Miles:**  Honestly, I didn’t even notice it at first. Blink and you miss it kind of thing, you know?

**Simones:** You didn’t report the instance until the next day. Can you tell me more about why you chose to wait rather than follow protocol and report it right away?

**Miles:** Well I was drunk. It didn’t really seem like that big of a deal since it was just a sticker, but I’ll admit, I wasn’t really using my best judgement or thinking about work. You can’t blame a guy for not wanting to think about the day-to-day work weirdness 24/7.

**Simones:** You know that was a breach of protocol. That was very neglectful, choosing not to report your exposure immediately and leaving insurgency material out in the public like that.

**Miles:** Honest mistake, won’t happen again.

**Simones:** I can’t say I’m assured by your statement.

**Miles:** You’re twisting this into something it’s not. I reported it as soon as I determined it was worth reporting. There’s tons of graffiti and other random shit in the bathroom, you think I’m sitting here studying each one for anomalous activity while I’m puking my guts out? Nothing veil-breaking going on unless someone comes along and makes a big deal out of it, and I didn’t feel particularly compelled to make a big deal out of it. Besides, you probably wouldn’t have gotten much good testimony out of me anyways at the time.

**Simones:** No one’s asking you to study bar bathrooms, but you didn’t have to study the whole bathroom wall to determine that what you saw was a problem.

**Miles:** I wanted to take time to assess the situation and I reported it as soon as I realized it was legitimate anomalous activity, alright? I just didn’t want to waste any time or resources on some stupid edgy sticker.

**Simones:** Earlier you said you weren’t really thinking about it, but now you’re saying you were taking your time to assess the anomaly?

**Miles:**  That’s not what I’m saying! I had time after my outing to assess it, but I just… I just wasn’t thinking about it when I first saw it.

**Simones:** I thought you weren’t trying to think about work while off-duty, Miles. I would assume it’d have been much easier to hand the case off to the appropriate parties than take your precious time off to mull over what you saw by yourself, no?

**Simones:** Either way, it’s not your call to determine whether or not this was something that warranted immediate investigation, it’s your obligation to report stuff like this right away. That’s not an optional procedure and you know it.

**Miles:** Don’t act like you’ve never made a call on your own. And honestly? It was my day off. I’m not //obligated// to do jack shit when I’m off-duty. I could’ve said nothing and we wouldn’t be having this discussion, but I’m the idiot who wanted to do the right thing and now here we are.

**Simones:** Well Miles, this isn’t about me, but I can tell you now I wouldn’t be making such a stupid call as the one you made, drunk or otherwise.

**Miles:** I already told you that in hindsight, yeah, it was a pretty stupid call and I should’ve acted sooner. What more do you want from me? You’ve been doing nothing but antagonize me this whole fucking time!

Agent Miles was placed on administrative leave for 1 month following the incident, prescribed mandatory post-exposure therapy, and provided additional training regarding standard off duty procedures.
