The second lowest Severity on the Incident Severity Scale (ISS)[[/footnote]] + **Incident Description** During the transportation of Project: Secular Democracy materials to Site-537 as a part of their initial test of allowing personnel to select their Site Director, SCP-9537 "activated" strengthening all of its components and combining them into one central anomaly. The memetic effect quickly grew to affect all the political material that was part of P:SD and as well as all personnel within Site-537, which also caused for 3 major political parties to rise as a part of the memetic infection. Below are the 3 parties; * The Jackson Dictatorship * The Head Monarchy * and The Worker's Commune The reason for the party names being formed are currently unknown, but the rest of the process that was planned for P:SD continued as planned, but with the political parties and their candidates attached. However, this was then interrupted when the "Jackson Dictatorship" broadcasted a message on both Foundation radio channels and on civilian radio channels. This was quickly intercepted and shut down by the Foundation Radio Commission, and a task force was sent out to investigate the interruption at Site-537. Once the Task Force arrived, they were quickly met with ranged defense, which led to Foundation Tactical Command to call in more Task Forces and declare Site-537 under lockdown. Infiltration into Site-537 was attempted but failed due to members of the assembled squad becoming infected by the meme and preventing access. This led to the site to go under standard Anomalous Area Containment procedures until more proper analysis of the power of the newly activated SCP-9537 was enforcing on the area. It is believed that while SCP-9537 activated and merged into one memetic anomaly, and that each part of the anomaly were now solely serving the purpose of creating a mock election. With the anomaly over, this report will now provide an overview of the "components" of the activated SCP-9537; * -A had merged with -C, which gave -A enough power to create the memetic idea of an election within its hosts. While -A spread the idea of an election, -C calculated every possible move that the election could take. This caused extreme damage to Site-537 servers, which weren't made to handle such exponential calculations. As the election narrowed, with only one voter left, -C began running repetive variations of the same calculations until the final vote was counted. Since -A had merged with -C, this caused hosts infected with -A to enter a borderline comatose state due to the meme being stalled like -C * During the incident, assigned emergency researched theorized that the activation of SCP-9537 was caused by -B. However, after the disappearance of -B and discovery of -D, the current theory is that the automated nature of -D forced -B out of the anomaly, and that -B was able to escape. Since the recontainment of SCP-9537, -B has yet to manifest again. Monitoring for the 2028 cycle is being enhanced for advanced spectral detection. Exactly what -B was doing during the incident before it disappeared is unknown. * Upon further investigation into -C after SCP-9537 was recontained, a program labelled "The 14th Key" was discovered on the primary hard drive of -C in a password protected folder. The program is a computerized version of a political model called the 13 Keys, which was made by Allan Lichtman. This, however, wasn't made by Allan Lichtman and instead by a "PePol". How long the program has been in -C is currently unknown, but the minimum must be 1981. Alongside the 13 keys, Alongside the 13 keys, a 14th key titled "Ability for Violence and Extremism", was added. An attached description from the program is below; > "Thanks for downloading our experimental computer simulated version of the Keys from our website. Our current goal is to redefine the polling scene using our proprietary election simulation technology, which simuates all aspects of a election. This Beta model currently contains one of our new keys; The Ability for Violence/Extremism. We recommend not turning on this key for standard simulations due to it's current instability when inserted into orderly environments. Last infected host of SCP-9537. |width=WIDTH-GOES-HERE |alignment= right]] During preparation for a more advanced strike team into Site-537, contact with Jack Horay, the Memetics Effects Specialist assigned to SCP-9537, was made through his SCiP network account. The previous iterations of the SCP-9537 document and their attached files were sent to him with messages from Foundation Tactical Command and Project: Secular Democracy in order to inform him. Despite the nature of the incident, Project: Secular Democracy still asked for Jack Horay to actively engage in SCP-9537's election in a, "fair and unbiased manner." After Horay received the messages, and a pamphlet on the candidates provided by Project: Secular Democracy, he proceeded to exit his living quarters, and proceeded to vote at a polling station at Site-537's Cafeteria. Once the vote was calculated in SCP-9537, it reverted to it's pre-activated state, allowing for strike teams to enter the site and re-contain SCP-9537. However, while the anomalous effects of SCP-9537 were contained, the election results were still considered valid by Project: Secular Democracy, which rendered Jackson Tarale as the Site Director. Jack Horay has since been extracted from the site, and currently faces charges from the Ethics Department and the Department of Containment under the fields of; Willful ignorance of assigned duties, Carelessness resulting in a containment breach, and Unethical conduct. Project: Secular Democracy has been indefinitely cancelled pending a full Incident Review Board brief, consultation with several experts about possible future contamination, and review by the O-5 council. The lead of P:SD has been reassigned from Lori Sunderweather to the Site-Director of Site 19. Lori Sunderweather is currently being investigated for choosing to continue the project without the sign-off of Jack Horay despite his non-compliance. A majority of the extremism that as applied by SCP-9537 has since been removed from the affected personnel using counter-memetic amnestics, but the plans laid out by the then afflicted candidates were still carried out by the selected candidate, which in this case, was Jackson Tarale. Failed measures do not appear to have the same strength, and measures from parties not of Tarale's has been naturally suppressed. Additionally, due to Tarale's change in personality due to SCP-9537, measures from other departments that did pass have been largely diminished. For the sake of brevity, we will only be covering measures from the party that won. Notes on measures that are not here are contained above in their respective sections. ------ **Ballot Measure 1: Establish security booths in all divisions** Since Tarale took the position of Site Director, the construction of concrete "security booths" has begun in all divisions. These booths have been wired into the CCTV systems of each divison, and to the other booths, forming a constant surveillance system throughout the site. In addition, more cameras have been installed around the site, now totaling 55 from the original 16. Incidents regarding security personnel reportedly brutallizing members of other divisions have increased in number since the establishment of the booth. These reports led to FTC command authorizing the capture of security personnel patrolling the perimeter for memetic study and decontamination. The supposed "violation of sovereignty" has led to Site-537 implementing a "immigration system" to "prevent further acts of sovereignty violation" and "protect our security". Site-537 has also internally and externally been renamed to "Security-Site-537". ------ **Ballot Measure 2: Make the role of Site Director inheritable.** Within Site-537, this has been written into the site rules, but the Site Directors' Executive Committee of the Whole (SDECotW) has issued the below statement; > In no form will SDECotW authenticate the Site Director of a monarchal system, and will continue to invalidate all Site Director roles from Site-537 until the following memetic departments give reports that clear all personnel of Site-537 proper clearence to function with memetic influence.
