Total: 10 days. **Incident Type:** Containment Breach of memetic anomaly. footnote Please refer to the Incident Catagorization Manual; Chapter 12; Type./footnote **Incident Severity:** Ictus footnote Tap in Latin. The second lowest Severity on the Incident Severity Scale (ISS)/footnote + **Incident Description** During the transportation of Project: Secular Democracy materials to Site-537 as a part of their initial test of allowing personnel to select their Site Director, SCP-9537 "activated" strengthening all of its components and combining them into one central anomaly. The memetic effect quickly grew to affect all the political material that was part of P:SD and as well as all personnel within Site-537, which also caused for 3 major political parties to rise as a part of the memetic infection. Below are the 3 parties; * The Jackson Dictatorship * The Head Monarchy * and The Worker's Commune The reason for the party names being formed are currently unknown, but the rest of the process that was planned for P:SD continued as planned, but with the political parties and their candidates attached. However, this was then interrupted when the "Jackson Dictatorship" broadcasted a message on both Foundation radio channels and on civilian radio channels. This was quickly intercepted and shut down by the Foundation Radio Commission, and a task force was sent out to investigate the interruption at Site-537. Once the Task Force arrived, they were quickly met with ranged defense, which led to Foundation Tactical Command to call in more Task Forces and declare Site-537 under lockdown. Infiltration into Site-537 was attempted but failed due to members of the assembled squad becoming infected by the meme and preventing access. This led to the site to go under standard Anomalous Area Containment procedures until more proper analysis of the power of the newly activated SCP-9537 was enforcing on the area. It is believed that while SCP-9537 activated and merged into one memetic anomaly, that each part of the anomaly were now solely serving the purpose of creating a mock election. With the anomaly over, this report will now provide an overview of the "components" of the activated SCP-9537; * -A had merged with -C, which gave -A enough power to create the memetic idea of an election within its hosts. While -A spread the idea of an election, -C calculated every possible move that the election could take. This was causing extreme damage to Site-537 servers, which weren't made to handle such exponential calculations. As the election narrowed, with only one voter left, -C began running variations of the same calculation until the final voter voted. Since -A had merged with -C, this caused hosts infected with -A to enter a borderline comatose state due to the infection being equally stalled as -C was. * During the incident, assigned emergency researched theorized that the activation of SCP-9537 was caused by -B. However, after the disappearance of -B and discovery of -D, the current theory is that the automated nature of -D forced -B out of the anomaly, and that -B was able to escape. Since the recontainment of SCP-9537, -B has yet to manifest again. Monitoring for the 2028 cycle is being enhanced for advanced spectral detection. Exactly what -B was doing during the incident before it disappeared is unknown. * Upon further investigation into -C after SCP-9537 was recontained, a program labelled "The 14th Key" was discovered on the primary hard drive of -C in a password protected folder. The program is a computerized version of a political model called the 13 Keys, which was made by Allan Lichtman. However, this program was not made by Alan Lichtman, and instead was produced by "PePol" Polling Analytics. How long the program has been in -C is currently unknown, but the minimum must be during it's stay within Site-537. Alongside the 13 keys, a 14th key titled "Ability for Violence and Extremism", was added. An attached description from the program is below; > "Thanks for downloading our experimental computer simulated version of the Keys from our website. Our current goal is to redefine the polling scene using our proprietary election simulation technology, which simuates all aspects of a election. This Beta model currently contains one of our new keys; The Ability for Violence/Extremism. We recommend not turning on this key for standard simulations due to it's current instability when inserted into orderly environments. We again thank you for your particpatation in our Beta. - PePol." ------ ++ Incident Outcome: name=http://scp-sandbox-3.wikidot.com/local--files/highway-karma-offsets-3/Patrick_Hull_%28politician%29.jpg |caption=Jack Horay. Last infected host of SCP-9537. |width=WIDTH-GOES-HERE |alignment= right During preparation for a more advanced strike team into Site-537, contact with Jack Horay, the Memetics Effects Specialist assigned to SCP-9537, was made through his SCiP network account. The previous iterations of the SCP-9537 document and their attached files were sent to him with messages from Foundation Tactical Command and Project: Secular Democracy in order to inform him. Despite the nature of the incident, Project: Secular Democracy still asked for Jack Horay to actively engage in SCP-9537's election in a, "fair and unbiased manner." After Horay received the messages, and a pamphlet on the candidates provided by Project: Secular Democracy, he proceeded to exit his living quarters and proceeded to vote at a polling station at Site-537's Cafeteria. Once the vote was calculated in SCP-9537, it reverted to it's pre-activated state, allowing for strike teams to enter the site and re-contain SCP-9537. As strike teams entered, aggression from afflicted subjects were at a minimum, as they were still in a state of comatose. The subjects were then taken off site for memetic cleaning by the Department of Memetic Cleaning (DoMemC), which noted that the infection had become deep-rooted into the subject to the point of becoming a part of their subconscious decision making. DoMemC has currently released the subjects back to Site-537 until a solution can be made to eliminate the infection with the subconscious. Jack Horay has since been extracted from the site, and currently faces charges from the Ethics Department and the Department of Containment under the fields of; Willful ignorance of assigned duties, Carelessness resulting in a containment breach, and Unethical conduct. Project: Secular Democracy has been indefinitely cancelled pending a full Incident Review Board brief, consultation with several experts about possible future contamination, and review by the O-5 council. The lead of P:SD has been reassigned from Lori Sunderweather to the Site-Director of Site 19. Lori Sunderweather is currently being investigated for choosing to continue the project without the sign-off of Jack Horay despite his non-compliance. Since the subjects have been released Site Directors' Executive Committee of the Whole (SDECotW) alongside P:SD have verifyed the results of the election, making Joshua Hymin the Site Director. Additional information on the actions of Site-537 will be included below. ------ + Election Information gathered by P:SD After Site-537 was cleared and cleaned of any major and minor memetic elements left outside of containment, Project: Secular Democracy requested Priority Material Recovery teams to go recover data from both the voting stations and from poll stations that were placed around Site-537. The teams were approved, and the data from said stations were recovered, and have since been published, and this data can be found in the tables, graphs, and electoral district maps below; ++ Pre-Election [[collapsible show="+ Electoral information from Science Division. A primary issue is that the memetic strength of the measures combated with the strength of the then activated SCP-XXXX. This led to the elected Site-Director taking steps to weaken or outright disable the ability for certain measures to actually be taken out. Because of that, those measures have been removed for the sake of brevity. Below, ballot measures will be listed, alongside the changes that have been placed on Site-537 because of those measures. ------ **Ballot Measure 1: Provide every worker a membership to a administrative council when a decision is being made about a majority of the work force** Despite the measure failing, Director Hymin has instituted a site-wide version of the council, known as the Board of the Worker's Voice, that acts as a mediator between any adminstrative council and the workforce of Site-537. Since the establishment of the BWV, the infected individuals of Site-537 have reported less "friction" with other departments, and less anger directed to those that the individuals consider above them, both adminstratively and subjectively. Additionally, the department directors of Site-537 have reported smoother operations and more friendly communications with formerly opposing departments during their quarterly memetic examinations. That said, and according to the Department of Human Resources and the Ethics Committee, fully staffing a similar board for Foundation-wide operations would be too costly and that the amount of requests would be too much for a board of any size to handle. However, the Ethics Comittee has opened itself up to requests for arbitration regarding worker rights. ----- **Ballot Measure 2: Create the Board of Personnel Ethics to maintain ethical use of personnel throughout the Foundation.** This measure passed, resulting in the creation of the Board of Personnel Ethics, which appears to function like a localized version of the Ethics Comittee. Since the creation of the BPE, the amount of reports stemming from Site-537 regarding misconduct, violations of Foundation laws, harassment, mismanagement, and other common Ethics Committee topics has declined 80%, and infected individuals of Site-537 have reported safer work environments and more friendly interactions with other workers. The Ethics Committee is currently evaluating introducing BPEs to other sites and areas around the Foundation. ------ **Ballot Measure 3: Create a Tip System for all workers that allows them request tips for their service.** This measure passed, resulting in the creation of a tipping system that has since been introduced into the Site-537 SCiPNet servers. Currently, the system allows tips for the creation of SCP documentation, tests, regular and requested maintenance, medical check-ups, innoculations, the containment of anomalies, the re-containment of breached anomalies, food service, emergency maintenance, and a other category for actions that are not pre-specified within the system. As of writing, the tipping system, which has since been named TIPNet, has transferred $198,327 worth of tips inbetween infected individuals of Site-537. The Department of Accounting and Subdepartment of Statistics, Ethics Comittee are currently considering deploying TIPNet to the wider SCiPNet. As of writing, TIPNet has yet to be applied to the rest of the Foundation. Another question then I'll have to hand it over to DoMemC." █████ ████ explains. **TIME: 1:15** █████ ████ points to the back of the hall. **TIME: 1:16** "You, sir, in the black labcoat, your question?" █████ ████ asks. **TIME: 1:17** "Would you say the infection is still able to be spread via the infected individuals, or has it now subsided to SCP-9537" An off-camera researcher asks.footnoteIdentity currently unconfirmed due to poor mic quality in the area./footnote **TIME: 1:18** "Another great question. We haven't had any occurrences of a person-to-person spread of the infection, which is also likely what kept the severity of the incident to a minimum, happen yet, but, as a precaution, we have them screened whenever entering or leaving the site. As it is with memetic infections like this, its entirely possible that it might mutate into a strain that //can// be transmitted via person to person, but that rates of that with even more unstable memetic strains is already quite low. The training regular foundation staff receive alone should fortify their mind enough to resist a meme like this. Now, whether this meme can be transmitted genetically has yet to be seen, and I personally could do without, if I'm being honest." █████ ████ explains. **TIME: 1:20** Researchers begin chuckling at the comment. **TIME: 1:22** "Anyhow, my time is up, time to hand it off to DoMemC for their coverage of the ██████████ ████████. I'll be seeing you in a couple of hours." ----- [END LOG] /div /collapsible ------ + Additional Information collapsible show="+ Incident Ticket" hide="- Incident Ticket" div style="border:solid 1px #999999; background:#000000; padding:5px; margin-bottom: 10px;" = ++++ NOTICE FROM THE FOUNDATION RECORDS AND INFORMATION SECURITY ADMINISTRATION & THE FOUNDATION CROSS-DATABASE CONSISTENCY DEPARTMENT. Hello. As the Incident Ticket system is rolled out through Foundation Databases, C-DCD has requested that a small explanation be attached to Tickets until an instructional video can be created by C-DCD. Incident Tickets are a way to ensure cross database consistency, which has become a major issue in recent years. They are shortened versions of Incident Reports that are to be used as citations. If you wish to write a document and use an Incident Report, please attach a ticket to the document's Consistency Data. -- Maria Jones, Director, RAISA and Halei Liko, Director, C-DCD.
